Fapiao and Billing for Multi-Store Connectivity in China

Start with the part that is not negotiable

In China, the tax invoice — fapiao — is a formal document with specific requirements on entity name, tax number and content. It is not the same thing as a commercial invoice in most other markets, and it cannot be improvised after the fact.

For connectivity services this means the invoicing entity, the tax details and the billing cycle should be agreed before the contract is signed. Retrofitting this later is the single most common source of friction between an overseas HQ and its China entity.

Why per-store billing matters

Blended invoices look simpler at five stores. At thirty, finance cannot answer basic questions: which store cost what, which location is over its plan, and which costs belong to a store that closed mid-period.

Per-store billing lists device, plan, usage and amount per location. It makes three things cheap:

  • Chargeback to the store or business unit that owns the cost
  • Spotting the outliers — the store burning through allowance, the store paying for capacity it never uses
  • Closing the books when a store opens or closes mid-cycle

What to put in the contract

  • Billing cycle (monthly or an agreed period) and when the fapiao is issued
  • The exact invoicing entity and tax details
  • How mid-period additions and closures are charged
  • Whether usage and expiry are visible per store, and to whom

Practical note on reconciliation

Ask for exportable per-store detail. A PDF summary per month forces someone to re-key data, and re-keyed data is where discrepancies come from. A spreadsheet or API export that finance can drop into their own process removes an entire category of month-end arguments.
